They certainly don’t come alone because they will be coming with 4-star rate-up characters, no new 4-star characters because Candace is already present in the Cyno banner and Venti re-run.
Nilou himself is the newest 5-star character in Genshin Impact who has Hydro element with Sword weapon.

As you can see, the three rate-up characters are Beidou, Xiangling and Barbara. The two characters on this banner are very good characters for you to own or get the constellation. Although for new players, of course Xiangling and Beidou might already be owned because they have been around since Genshin Impact was released.
Only Barbara might be too desirable considering she is a less meta Hydro healer character according to the number of players and creator content.
So, in conclusion, the Nilou banner is very good for gacha, especially if you want the newest 5-star character, Nilou. But of course you can skip the banner if it turns out you are after another 5-star character that will come.
